WASHINGTON (AP) — A multibillion-dollar information-sharing program created in the aftermath of 9/11 has improperly collected information about innocent Americans and produced little valuable intelligence on terrorism, a Senate report concludes. It portrays an effort that ballooned far beyond anyone's ability to control.
What began as an attempt to put local, state and federal officials in the same room analyzing the same intelligence has instead cost huge amounts of money for data-mining software, flat screen televisions and, in Arizona, two fully equipped Chevrolet Tahoes that are used for commuting, investigators found.
The lengthy, bipartisan report is a scathing evaluation of what the Department of Homeland Security has held up as a crown jewel of its security efforts. The report underscores a reality of post-9/11 Washington: National security programs tend to grow, never shrink, even when their money and manpower far surpass the actual subject of terrorism. Much of this money went for ordinary local crime-fighting.

Imagine a device capable of delivering more power than all of the world s electric plants. But this is not a prop for the next James Bond movie. A new laser at Lawrence Berkeley National Laboratory was put through its paces July 20, delivering pulses with a petawatt of power once per second. A petawatt is 1015 watts, or 1,000,000,000,000,000 watts about 400 times as much as the combined instantaneous output of all the world s electric plants.
How is that even possible? Well, the pulses at the Berkeley Lab Laser Accelerator (BELLA) are both exceedingly powerful and exceedingly short. Each petawatt burst lasts just 40 femtoseconds, or 0.00000000000004 second.
Since it fires just one brief pulse per second, the laser s average power is only about 40 watts the same as an incandescent bulb in a reading lamp.
BELLA s laser is not the first to pack so much power a laser at Lawrence Livermore National Laboratory, just an hour s drive inland from Berkeley, reached 1.25 petawatts in the 1990s. And the University of Texas at Austin has its own high-power laser, which hit the 1.1-petawatt mark in 2008. But the Berkeley laser is the first to deliver petawatt pulses with such frequency, the lab says. At full power, for comparison, the Texas Petawatt Laser can fire one shot per hour.

On November 11, 2010 I was shot between the eyes by an electronic device while driving west of Texas Farm to market 2790 toward lytle Texas. After being sucker punched, my Chevy Silverado took a sharp right turn into a 18 inch metal pipe buried so deep it broken the main water line and propelled my vehicle into the air 10 feet eventually protruding into the side of a house. I threw all my electronic devices such as cell phone and ipod in the nearest dumpster in 2008 after being gang stalked and track by low flying domestic surveillance helicopters.Each and every occurrence was documented with a time and date reported to local police, FBI, and Congressman Henry Cuellar.
I also terminated my On-Star GPS device contract thinking that On-Star would live up to their obligation to human decency and privacy. I was wrong. Texas Governor Rick Perry has abuse his executive authority and should be removed from office and prosecuted today. The following article accuses our President and NSA unjustly because only in Texas are these types of attacks planned and orchestrated by the Governor of Texas. No other state in the union abuses the 911 Patriot Act like Rick Perry Governor of Texas!

If you don't keep your mouth shut, you will be at the least stabilized by psychosomatic medicine but if unsuccessful, you will be institutionalized and ordered to participate in psychiatric drug therapy program which is nothing less than a modern day Nazi Behavioral Control Concentration Camp. This is what I mean and a warning to others when I say ""I Can Only Say What You Understand (O'Dell)."
Fortunately, I have had the blessing of associations with the finest of physicians the world has to offer and have documented every event by due process that will be published by academics as a European case study of the American Psychiatric Association or the Subject of Behavioral Experimentation. One of the questions asked in this particular case study is "Does State and U.S. Federal Government have the authority to ease drop on communications that are doctor client private privileges?
Again, I can only say what you understand and must wait for someone else to make a statement or grievance before I can do as the Texas Department of Public Safety has ordered me to do - Take It On Line! Which begs the question, why do we pay for one police officer for every five men, women, and children in Texas? Electronic warfare does not rest in a universe that does not exist such as "Cyber-Space."
Trillions of dollars have been allocated to a domain of non-existence that has the power to deliver or discharge an electronic attack such as by microwave or involving anything within the domain of the electromagnetic spectrum such as sticking your finger in a light socket, which delivers electrocution to a person from our electrical grids.
Electrocution, rest in the domain of the physical universe not Cyber-Space - which is a universe that does not exist. I cannot help anyone that does not have a belief in God. The DOD should reconsider the internet just a point of delivery just like our electrical grid, so we can control or defend attacks on United States citizens living inside the borders of the United States. When words or phrases are fabricated such as "Cyber Space" disrupts our legislative branch, who now cannot write legislation to protect citizens or can citizens access a way to report an incident of electronic attack. Citizens such as me that have been attacked have reported to local police and have been hospitalized from the events; however, local law enforcement is not trained to respond to such events.
Many cases such as mine are ignored by local law enforcement as delusions, so the events cannot be recorded as valid and sound or collected for purposes for our protection. How do you report physical attacks by electronic warfare delivered by an electronic device; be it a telephone, cell phone, personal computer or satellite device? As of today you cannot do so!

Congress should take immediate action to find ways and means for citizens to report an electronic attack. One suggestion would be to put out an FBI alert to all Law enforcement personal to take electronic attacks reports seriously and encourage citizens to report such events without retaliation or even considering the victim as delusional, such was the case of rape cases not long ago; as if the victim was delusional and the criminals avoided prosecution simply because Local Law enforcement officials were not trained properly!
