(See Sheriff’s Report Five Texas Counties) Not all counties where a Sheriff is elected, will they allow such abuse of their own constituents. Texas Sheriffs are elected officials and Law Enforcement. They are sworn to protect and serve.

The point here is that our congress writes laws that only a few people understand and who benefit from the law they pass most are paid lobbyist who guarantee incumbent positions some for life. They do not care who they harm and the laws only change when the laws they write harm them and theirs! Hey! They are all Lawyers, need i justify their ethical positions further -no!


If you drive on a Texas State Highway the property is owned by all people of the state and regulated by the Department of Public Safety and other agencies. You and I do not own the highway, so we must abide by the law or lose our privilege to use public roads.

Soon we will be able to count the traffic accidents these radio stations are liable for which includes fatal deaths more distracting then texting while driving. 

It is my public duty to inform DPS that these stations are violating laws already on the books and can target individual vehicles and modify your behavior, which is not behavioral control but human exploitation. It has always been the case they can listen to you via your radio but it is not legal in every sense, "every receiver is a transmitter and every transmitter is a receiver." One clown prove it one day as I read my conversation on in my car on the web 'The Breach of Burden of Proof'.

The residential area known in the 1970's as Data Point, located on the North Side of San Antonio Texas, was the housing of the original "Silicon Valley" of experts in data processing and information management. The first high speed micro-processing chip was invented and patented in Texas by a lone electronic engineer in his garage. Law enforcement at state and federal levels, paid billions in research to local and state universities, to capture information concerning criminal activities, both domestic and those of National Security, as far back as 1957.  IBM led the nation with "Key Punch" data card electro-mechanical computers, developed from the first mechanical key punch cash registers of the 1920's. 

Aerial Surveillance was first conducted in the state of Texas by small aircraft, modified and fitted with infrared and other types of mapping cameras as early as 1960. The Department of Defense led the way much earlier, but this is still classified information. The impact of observations of the images, collaborated with the early rudimentary information of data collection systems, led the way to more sophisticated satellite, and aerial real time surveillance and the sharing of information with the FBI and Department of Defense.

Law enforcement at the Police level, installed radar speed detectors on these aircraft and started writing tickets, by way of radio to ground troopers, stationed in holding position on Texas rural highways. The public started challenging these tickets by every means possible, the privacy act was one of most important legislative acts that reserved such information sharing for the FBI and Department of defense alone, because of the potential abuse of Police at the local and state level.

Most importantly, the police started using aerial photography and video surveillance to load information on criminal activity without due cause. Innocent victims started to challenge the cases in court; however, it was not until the political elite felt the brunt in their own backyards and their own family members going to jail, moving congressional law makers to make laws against sharing of intelligence information between, police and for only those agencies that had "a need to know."

The point is, the police do not have a need to know, that is why we have an agency called the Federal Bureau of Investigation. What we are rehashing today has already been challenged and or Civil Liberties were preserved by congress with the Privacy Act of 1974 and other legislation. 

The Occupy movement (2011-     ), in Texas have unique concerns that are similar to the intrusive devices and informants of the riots of the late 1960's and 1970's, "The Division encouraged closer liaisons with municipal and county officials, and made plans in conjunction with local authorities in areas where rioting and other disturbances were considered likely 1960's(Texas DPS)." The police led by a Republican regime, started to predict criminal activity and in many cases staged, and caused criminal activity to show how efficient their predictions were at crushing crime before it happened? Again, if were not for the political elite, feeling the intrusive abuse of Predicting Criminal Actively by the prosecution of themselves or family members, this practice would have continued.

After, the Oklahoma bombing, then the copycat bombing in Riyadh Saudi Arabia on November 13th, 1995; legislative loop holes attacked the Privacy Act, and a plan was drafted well before the election of George Bush, called The Patriot Act. The problem is the sharing of information at the police level, which do not have need to know, unless the FBI authorizes them to know on rare occasions! Why, because the police break the law just like any other criminal. 

The DEA and the War of Drugs is another animal that needs to be address because now, local police are justifying the same tactics for peaceful protestors. Kens 5 TV report, the police have installed cameras at the entry ways of homes, "Just like the DEA" the police officer smiled and said (KENS TV 04/20120). The report showed how these tactics have led to take down organized shop lifters. The point is, history repeats, they only install these cameras in red discriminatory zones of those of color, or those who live in poverty, not in the neighborhoods of the elite and influential, which is a dualistic application of law. By-the-way, the elite neighborhoods are the locations of drug trafficking cartels in Texas. Do you know your neighbor? 

Take my argument all the way back to the recording of common law and the original Texas constitution, In Texas we can say, "nothing changes but the meaning of law" and are economic down fall began many years ago by financing the DEA with resources for a dual mission, attacking drug violations at the street level instead of the source, and domestic surveillance in the interest and protection against terrorist threats such as the attack on New York on September 11, 2001. 

We like to believe that justice is blind; however, there is no finer judge who lives in a community where the whole town knows of something less than appropriate behavior practiced by the local judge. A paragraph from " A History of La Salle County" 1856-1975 authored by Annette Martin Ludeman, shows that at least in Texas, nothing changes but the meaning of law as follows in the month of December, 1886 La Salle County Texas:

"There was a jury inquest inquiring into the cause of the death of C.B. McKinney conducted by Judge Harwood. During the inquest Judge Hardwood was taken very ill and died within five hours. Judge Hardwood's mind was heavily taxed in conducting the inquest and having previously contracted the habit of eating morphine, in a moment of hurry and excitement took and overdose of the drug which cause his death." This of course added more grief and sorrow to the already grief stricken little community."

In today's world, the murderer would be illegible for the position of Judge or Texas Ranger and the Judge would be considered a harden criminal and drug dealer. I am not saying that the DEA has recruited criminals, but the dual task of enforcing equal and harsh penalties along with the billions of dollars of resources on drug users as well as terrorists jeopardizes our National Security.

A newer problem, the incorporation of electronic harassment and human behavior experimentation, which is not new, the CIA is documented in many cases of importing and drugging Americans for experimental purposes, all the way back to 1940’s;  is the use of non-lethal weapons including EMF Microwave emission considered torture in the high court.

The consequences of going beyond the philosophical debate of waterboarding by the Bush Administration in 2001, made certain types of non-lethal torture, legal in the State of Texas. Academics at the George Washington University created a distinction of two types of torture in America, legal and illegal.


Texas citizens became human subjects of ungodly human behavioral control devices, and have been abused for political purposes by the Texas Governor and his Secret Militia, sometimes in coordination with the Department of Defense by "Crying Wolf" to trigger an attack.

The Bush Administration in 2006, authorized the sharing of any information collected by any means with Law Enforcement and Civilian Private Security Firms, including intrusive equipment by Satellite or any surveillance devices not limited to electronic equipment. To complicate the issue of sharing of information is now shared  not only with the police that created a big problem In the 1960’s of attacks on the innocent, we now share information with Private Security Firms, and the private sector , which is a danger to National Security, not a benefit! There is a case scenario that it is beneficial, if you are in an incumbent or already and elected State or Federal representative, you are protected from the abuse, and can use it to hold your seat of power, which is a dualistic application of law. 

Has your family been victimized by the 911 Patriot Act? You are not alone, so has my family including "Terrorist Threats" from the Texas Republican regime secret militia. Keep the faith; it is just a matter of time, when the ruling elite will come to their senses. History repeats, it will not be long when they realize that they have lost their own Civil Rights and Liberties, by taking them away from the people. It is just a matter of time, when one of their own family members is a victim of their own systems of electronic behavioral control and un-godly human experimentation. It is just a matter of time, when the police come knocking at their own doors, and take them away without charges.

When that day comes, once again, the whole nation will witness, that in the State of Texas, nothing changes but the meaning of law! On that day, Congress will televise an almost unanimous bipartisan signing of the original Privacy Act of 1974 that guarantees our right to privacy!

Data Processing Division, 1968 - The Division was created in 1968 to provide for the design, procurement, installation, operation and administration of a computer system. Initial activities involved the computerization of drivers' records maintained by the Driver and Vehicle Records Division, with similar plans in the works for criminal records, stolen property files, and modus operandi files. By 1996 it had been incorporated into the Administrative Division. By 1999 the Division was renamed the Information Management Service.

Traffic Law Enforcement Division, pre-1970 - Prior to 1970, DPS field services were divided into two divisions: Traffic Law Enforcement and Criminal Law Enforcement. Traffic Law Enforcement operated through the six regional offices to enforce federal, state, and county traffic laws on rural Texas highways. Originally, this division contained the Texas Highway Patrol, the License and Weight Service, the Motor Vehicle Inspection Service, the Driver’s License Service, and the Safety Education Service. By 1999, the composition of the unit had not changed.

Criminal Law Enforcement Division, 1968 - Prior to 1970, DPS field services were divided into two divisions: Criminal Law Enforcement (created in 1968) and Traffic Law Enforcement. Criminal Law Enforcement was created to direct and coordinate the operations of the State's crime control forces. The Division encouraged closer liaisons with municipal and county officials, and made plans in conjunction with local authorities in areas where rioting and other disturbances were considered likely. Reported by Olivier Knox, "The memo notes that the president can order a strike against al-Qaida far beyond the battlefield of Afghanistan, and it makes clear that he will not be constrained by national sovereignty. Either a country will give the green light to drone strikes on its territory, or America will strike if that country is "unable or willing” to do so."

The memo drew a withering response from the American Civil Liberties Union.

“It summarizes in cold legal terms a stunning overreach of executive authority—the claimed power to declare Americans a threat and kill them far from a recognized battlefield and without any judicial involvement before or after the fact.”

The United States has the right to defend itself against any imminent threat, and will do so, has always been “The Policy.” Why should there be a concern when we use the Term "Drone?" Most importantly why the attacks on Barack Obama, and not George Bush, Bill Clinton, George H.W. Bush, Jimmy Carter, Roland Reagan and so on?

I support the ACLU in spirit and out of pocket, but I have a concern when the group spends a lot of resources on the subject to protect our civil liberties, that has never been our right or liberty to plan, organize or bring harm to fellow Americans?

 “This is a profoundly disturbing document, and it’s hard to believe that it was produced in a democracy built on a system of checks and balances,” said Hina Shamsi, director of the ACLU’s National Security Project.”

We do have a concern when these decisions are made by data applications that relive the decision maker of a moral and ethical responsibility of a death warrant, without "Face to Face" intelligence briefings with live warm blooded trained qualified Intelligence officers, which was the case prior to April 2009. At that time in history, all Americans even the presidents were "in theory"  subjects to be a victim of Solid State!

A victim of “Solid State,” now that is scary, that is wrong, and I believe that is root of the cry by ACLU and Citizens just like me. Who in their right minds can reason that a person, or group of persons, who are imminent threats to the lives of fellow Americans should have their civil liberties protected, so they can take the lives of fellow Americans?

The United States has the right to defend itself against any imminent threat, and will do so, has always been “The Policy.”

There is still is a problem of data applications and the manipulation of these programs and use non-lethal or bio-lethal weapons on United States citizens at the state level living in America, which should ring every Civil Right Activist Bell, especially those that have harmed by political, religious, irreligious, racial targeting such as in states like Texas! 

I still have several criminal complaints open that are valid and if not resolved by the Justice Department, the harm to myself and others in my state will continue and consequences are life threatening to innocent United States Citizens. 

Why do we not see more attention from the public and Civil Rights organizations such as the ACLU on these concerns?

I have delivered my comments to all my state representatives, and I believe the state neglects the rights or persons living in the border zone of "Tejas" as history has drawn this map for me.................



Texans have a Constitutional Right to bring their concerns before the legislatures as line item on the Legislative session, and I as will as thousands of others are concerned about the discrimination and abuse brought to the citizen South, South West of San Antonio, a line of distinction drawn by our state and approved by our U.S. Texas Senators  to divide Texas into "A No Civil Rights and Liberties Zone" and to north "All the Rights and Privileges Zone" of the of the Lone Star State.

My reasoning,  it is time to succeeded from Texas and become our State of Union (The United States of America) with our own representation, which has been on legislative agenda throughout the history of Texas. 

The first historic move was actually moving the State Capitol from San Antonio to Austin Texas. In 1967, the line was drawn  dividing Texas from North and South as two separate states, it was not approved by small margin of votes.
