 The new 911 free- for- all spending Act mandated by George Bush Jr. drained our economy by paying our neighbors to keep an eye on us as secret intelligence operatives and corporations now protected by the secret emergency measure under the guise to keep us safe while violating the intent to our right to personal privacy protected by our constitution.

 Every time congress enacts a new law, no matter how trivial, we are strip of our freedom to legislate our own actions and places the burden of our behavior on Law Enforcement Agencies. If congress were to pass a law today that band sex, very few would obey the law nor would the police enforce it; however, if the law only applies to the citizens and not to those who govern or the police who are rewarded for enforcing the law, violates the 'rule of law' that only leads to government corruption.

 Likewise, congressional lawmakers know, no matter how rational a proposition may seem in theory, the only way to prove a legislative mandate benefits the better good is after the law is applied. If a newly drafted law is the cause of bittersweet consequences or unjust; the law is debated by a congressional oversight committee, and if necessary adjusted in some way or is repealed. 
Legislative laws that produce dire consequences, especially for those that band together as Special Interest Groups and those that govern, creates a power uproar so loud it calls for immediate action and in some cases Martial law is supreme as we have seen after the 911 attack on New York City with the disregard to our right to privacy which is also a constitutional necessity. 

 Emergency executive orders or Martial law at the state level such as Texas were rightly approved and enacted to protect the whole body of the United States from Terrorism with good reason, we had just been attacked with our own passenger airlines that brought down the twin towers that stood high above the New York city sky-line which hosted the world's global financial centers that killed never 4000 people, September 11, 2001. On this same day attempts to destroy the Pentagon and the White House failed to complete their mission, praise God.

Bush winning presidential election in 2000 just months before the attack and issued an executive order RP8 "Relating to the Governor's Task Force of Homeland Security."

 Unfortunately, The order has never been rescinded or was still in effect as of his third election in 2010 which gave the Governor almost complete dictatorship in Texas which included over 3000 bias appointees of Public Trust some embedded in the supreme court creating a corrupt Texas Justice system.
Executive Order RP8 violated the Civil and Human Rights of all Texas Citizens clearly expressed by the Constitution of the United States of America. Texas Governor Rick Perry  used Overt and Convert Acts against the people of Texas solely to retain power and oppress the people of Texas in the name of National Security justified by the 911 Patriot Act. 

 He openly declared war on the United States and attempted secession from the Union without consideration of law abiding American Patriots who reside in Texas and are United States Citizens. 
The Governor of Texas by virtue of the power and authority is legally responsible for and is directly linked to the abuse of Federal Funds by his signature of executive order RP8 which formed the Texas anti-terrorism task force which has led to political favors that include State as well as Federal employees who freely act without fear of prosecution as if above the law.

 Texas Governor Rick Perry sat aloof of illegal acts as if by washing his hands as if released him from any liability but was arrested in time in 2014 for his involvement as all others by his orders must suffer punishment by law as a consequence of his executive emergency order and their own illegal actions.

 The office of Texas comptroller accounted for every penny as a precursor letter in 2006 that the “Perry Tax Plan is the best hot check in Texas History” and projected a 23 Billion dollar shortfall in 2010 which all Texans mostly children, the elderly, and those that require social services suffered dramatically from the consequences of the Governor's tax legislation.

 When the 911 Act was drafted, great care and concern for our constitutional right to privacy and due process lead to a serious philosophical debate in regards to privacy intrusions; not those that are mere mild irritations of privacy but those violations that could endanger the lives of others such as wiretapping, domestic surveillance, and sharing of classified information between the FBI and police or those of Public Trust including private firms.

Once the 911 Act was passed, privacy intrusions became a matter of public trust which is an ethical concern and not a point of law. Ethics is only a concern for those that are honorable and honest; however, many people consider morality as a moot notion such as those who argue the new age Kant Hedonism theory, "If we don't know where we came from and we don't know where we are going, why  should we care about the way we act?"
This is not to say those of Public Trust are dishonest, because it is more likely to be true to say "everybody is honest"; therefore, the problem of privacy violations is not an ethical concern of honesty but a point of trustworthiness which is a point of law. 

 Systemic rules are rules of trustworthiness such as the policies at any bank which incorporate checks and balances that are tedious and seem to be ambiguous to ensure the investors that the bank is trustworthy, which is not the case of honesty or an ethical concern.

 The 911 act was mandated by President George Bush Jr. for good reason with the intent to "keep us safer" but those in positions of public trust that take Kant's free will theory literally, without ethical judgment but to the letter of the law, used the 911 Act to fleece our countries coffers and create trillions of dollars in debt while lining their own pockets with gold at the same time busied themselves building political empires. 

 People that consider ethics as a moot notion will not disclose the fact they do not care about the way they act; however, you can identify them when they show no empathy or justify an unethical life style by making such statements “If you have a concern about it, then make a law against it!"

 One of the first bold acts of our newly elected Commander-n-Chief, President Barack Obama in April of 2009, was to make sure the application of the Rule of Law was applied by incorporating systemic mandates or rules of checks and balances that ensure those of Public Trust are Trustworthy. Again, this is not a question of honesty, everybody is honest. The rule of law simply means the application of the law applies to those that are governed and those that govern too. Nobody is above the law or can anyone make an exception to the law.
Most citizens believe that the 911 Act overrides all privacy laws including those government agencies that enforce laws that ensures our right to privacy by evidence of backlogs of complaints that go back for many years, as if the right to privacy is no longer a law that anyone obeys such as a law that would make sex an illegal act- nobody will obey it not even the police. If we apply an exception to the rule that sex is a violation punishable by law except for those that enforce the law is that '“slippery slope" of corruption that in part or by whole caused the biggest Global Economic Meltdown in over one hundred years.

 The 911 Act speed and impact of destruction to global economic health could not have been possible without the incorporation of private security firms and data bases or computer applications that were hard wired to favorable responses without an audit trail or any quality assurance systems that once required human intervention.

 Total reliance of computer applications gave these private firms or any illegitimate State Militia the disastrous ability to access payment for goods and services without competitive bids or worse, corporations where paid for not providing any services expect for accounts receivable and accounts payable system tied to automatic payments from the federal government. Many of these firms and government organizations used blanket covers of National Security justified by the 911 Patriot Act. The 911 Free-for-all spending act justified funds and triggered automatic payments without an audit trail or auditors.  

 The best software applications of today or tomorrow will never break through the linguistic sound barrier of binary associations- to know is to be human. Without a doubt, computer devices that produce artificial Intelligence are useful tools for mankind. Likewise, as recent history has shown, artificial Intelligence has proven to be a very good slave but also a very bad MASTER! 

 The 911 Patriot Act caused the greatest global economic meltdown by the time I graduated in fall 2008 “Class of Global Economic Crisis” which was history repeating, but no one wanted to call the crisis by its real name The Great Depression II. Think of all that entire book editing to go back and rename The Great Depression I of 1929 or worse today’s ability to change Statistics, Facts, and History for political control!

 I gathered my research by interviewing Alsatian immigrants in Castroville, Texas who still had living memory of the area’s history and spending days in the Castroville library that had a collection of local, national, and international works not yet replaced by online computer terminals.  Unlike the nearest university library empty of books and people, this small town book depository was full of locals reading books and enjoying the library’s resources less history repeat! 

 My home, a farm house, was miles away from my field project so I spent the last night in an old Inn after interviewing Mary, a young lady my age for information concerning my research. Mary, a Park Ranger, suggested that I stay at the local historic Landmark Inn which was the beginning of a lifelong relationship.

In the early years of the Reagan Administration, when "fighting terrorism" (1) and the "war on drugs" superseded human rights as priorities in both foreign and domestic policy, personnel were shifted among agencies, blurring the boundaries of authority and accountability. This permitted domestic law enforcement agents to exercise powers not constitutionally theirs in the name of "national security." Police, on or off duty, within or outside their jurisdictions, began to think and act like intelligence agents on a secret spy mission or a military operation. Conversely, military and intelligence agents were able to carry out illegitimate "covert ops," justified as "police business," against civilian Americans. Citizens became subjects. Subjects became suspects. Suspects became enemies.

 Electronic Warfare On U.S. Citizens

Very few people understand the threat of Terrorism has been around for ages, Terrorism is not a new age phenomena. The 2008 financial collapse root cause was from inside trading by those of public trust, who  benefited by creating a false belief of "Global Terror" or those in congress that signed off on legislation that created the mega-trillion dollar white elephant "Top Secret America." 


 Top Secret America as the public understands it, assimilated to us by the Washington Post has been around as long as the threat of terrorism known as Domestic Surveillance, which created uproar in 2006 when Russ Tice, former NSA intelligence officer, divulged this program in public. The majority of the cost of Top Secret America was approved by legislation passed in the name of National Security justified by the 911 Patriot act and is an unnecessary expense and burden on the American people with global consequences.  

 Today, NSA consumes over half of the Federal budget; however, when the Tea Party complains about Big Government spending, they attack social programs that only make up a very small percent of the Federal budget. The Tea Party Paradox is the indisputable fact that they are the wealthy few who benefit from Big Government overspending by NSA.

 The 911 Patriot Act was drafted and secretly mandated by President Bill Clinton after the Oklahoma City Bombing of the Alfred P. Murrah Federal Building on April 19, 1995. George W. Bush publicly announced the 911 Patriot act as his mandate in response to the 911 attack on New York September 11, 2001.

 The USA PATRIOT Act (commonly known as the "Patriot Act") is an Act of the U.S. Congress that was signed into law by President George W. Bush on October 26, 2001. The title of the act is a ten letter acronym (USA PATRIOT) that stands for Uniting (and) Strengthening America (by) Providing Appropriate Tools Required (to) Intercept (and) Obstruct Terrorism Act of 2001.

 I can still remember clearly the sad tragedy of the Oklahoma bombing viewed on Saudi Satellite TV, and wondered about a letter, I had just mail to the Federal Aviation Administration for a replacement FAA Airman’s certificate, housed in the same building. That same afternoon, a Somalian showed me a newspaper with front cover page introducing me for the first time to Osama bin laden April 1995. 

 Much later, after Timothy James McVeigh was arrested for the Oklahoma bombing, the same Somalian asked me, “O’Dell you look just like that guy [Timothy McVeigh], and American’s blamed Muslims for the [Oklahoma] bomb?” 

 What could I say in response?  He was right; the first thing we did was blame Islamic extremist for the bombing. Even though I was living thousands of miles away from America, a chill ran up my back, concerning terrorism within the U.S. and the domestic program divulge much later by Russ Tice, already in place that had failed to protect us from the 911 attack, perhaps they were targeting the wrong people. 

 Looking back now, that was the day when electronic weapons controlled by NSA were turned inward and pointed at everyday ordinary citizens just as Orwell’s “1984” and the April 1995 Unabomber front page New York Times “Manifesto” warned us about, electronic and bio-weapons used on the people of a Police State for political control by the elite class, we have come to know as the wealthy few.

 Tice warned us that NSA had grown so powerful as an entity of covert operations know as Black Ops,  that stood alone without audit trails or congressional oversight  was creating a Police State. The Police State of his concerns only benefits the wealthy few of corporate America, while oppressing the majority of hard working middle class citizens. 

 The Unabomber or Theodore Kaczynski, mailed packaged bombs to unsuspecting victims killing 3 and injury 23 others for 20 years, until the FBI finally arrested him after the publication of his manifesto April 1995, explaining the Police state of Mr. Tice former intelligence officer of NSA’s concerns, "science marches on blindly, without regard to the real welfare of the human race or to any other standard, obedient only to the psychological needs of the scientists and of the government officials and corporation executives who provide the funds for research.”

 Most notably, Mr. Tice worked in the development area of the 1984 Ronald Regan Star Wars program known as Strategic Defense Initiative Organization (SDIO) of electronic intelligence gathering via space systems communications, non-communications signals, electronic warfare, satellite control, telemetry, sensors, and special capability systems, which included neurological research (non-ionizing EMF) bioelectric research and development.  Electronic warfare targets human beings for political control or can kill without any visible means at any distance.
Bio-weapon research is funded by the Senate influenced by Congressional Representatives, by paid lobbyist of corporate America descending daily from K Street, which drives Wall Street and the Global Market place. Sadly, the arms race of electronic and bio-weapons is measured by the effectiveness of such device applications, and the competition of corporations required live human experimentation. NSA began experimenting on the citizens of the United State during   Bill Clinton's term, unknowingly to the subjects of the experimentation. Sadly, the victims included women, children, and the elderly until the election of Barack Obama who stopped such experimentation April 2009.

Terrorist act in a way that is predictable, be it a NSA black Ops group operating on its own, or a lone wolf such as the infamous Unabomber. The way terrorist act has not changed over time; however, a culture of false beliefs has consumed the populace because most of us have been traumatized by successful Terrorist attacks.

 In my own lifetime, I have been the victim of three terrorist bombings, the third was a copy-cat bombing of the Oklahoma Bombing, financed by Osama bin Laden, on November 13, 1995, of a U.S. Federal building in the city of Riyadh Saudi Arabia were my wife worked as a civil servant, months after my first glimpse of the Osama bin Laden, shown to me by the Somalian in April the same year on front page of a Saudi Newspaper. 

 The high tech bomb was procured from an U.S. armory.  The sound was unmistakable a high tech device similar to my first Nuclear blast in South of San Antonio Texas November 13, 1963. The Bombing of the first Federal building, outside of the United States blew in my window of my villa as I read a copy of “The mountain of Light” by George Mc Donald Frazier a famous British fiction author and historian.

 That's right, on 13 November 1963 at approximately 11: am, I and other elementary school children were knocked to the ground from the only known accidental nuclear device detonation openly reported in the United States of America. National Security (appropriately, because that is their job to do so) tried to depress and  censor the press, but everybody was scrambling under the daily instructions of Vice President Lyndon Bird Johnson famous Television series explaining, “what to do if  a nuclear bomb explodes near your school.”  Ever wonder where the phrase "Grab your ankles and kiss [it] good-bye" came from?

 At my age, I would have never thought a group of Terrorist would group together, conspire an assassination attempt by combining two highly volatile explosives including u235 enriched by 4% volume uranium that sent out a band of ionizing radiation for at least 100 miles for ground zero.

These weren’t your typical Terrorist as Texas Governor Rick Perry just suggested (In A National Debate 2012!) that the profile of all terrorist  "are all Muslims" and from my experience of a victim of three terrorist bombings, they never are typical, or do they have any correlation to a religion, race, or country.

 In this case, these terrorist were white supremacist earning degrees in Nuclear Physics in Germany. One attended law school right here in San Antonio Texas.  One of the suspects was a member of the John Birch Society.  

 In 2009, Texas Governor Rick Perry founded the Tea Party in Texas as retaliation to the Obama Administration for stopping discretionary spending without audit trails, which created the white elephant we know as Top Secret America and the Global Meltdown of fall 2008 during the George Bush era. 

The way these people grouped together based on racism, brought back memories of the same Right-wing extremist that detonated the first nuclear terrorist bomb in San Antonio Texas. The Tea Party Rebellion was not just a political demonstration in effigy; they were acting with intent just as the group that made up the white supremacy group responsible for the San Antonio bombing, November 13, 1963.

 The 911 Patriot Act Domestic Surveillance Program was in place before the 911 attack on New York September 11, 2001. The FBI did not know that the First Terrorist Bombing in Riyadh Saudi Arabia November 13, 1995 was directly linked to Osama Bin Laden, until they were informed in 2011! The 911 Attack would have never happened, if they acted and arrested him instead of maintaining friendly ties to this monster, which created a culture of frenzy of citizens associating one another with Terrorism.

We all praise rationality but seldom do we apply the same criteria in the quiet of our own minds. In my own case, I have been trained to protect myself from true ‘Terrorist’ attacks as early as the 1970’s. 

Very few people understand that the threat of Terrorism has been around for ages, Terrorism is not a new age phenomena.

The Salem witch hunts are probably the best example of a culture of frenzy that most Americans understand. ‘Witch Hunt’ is a linguistic determinant or phrase embedded in the somatic domain of any United States citizen over the age of twelve years old.

Self-preservation takes precedence over any other human activity, and when a culture of false beliefs has consumed a community or nation with mass hysteria such as it did in Salem Massachusetts, between February 1692 and May 1693, the frenzy of suspension is used for unscrupulous political and monetary gain. Just as today we see pattern as Inside Trading by Congress and Senate for Domestic Surveillance of Invisible Terrorist for personal monetary gain.

Most unfortunately, people begin to question their own motives and beliefs, and this dangerous introspection actually creates real witches or real terrorist in today’s world! The recent Aurora Colorado Batman mass shooting case is classic, because introspection by Schizophrenics is a reality to those suffering from this illness. We can say, these people are the best indicator that something is not right, because they are the first to act out what is not reality but to them is real! 

What compounded or added fuel to the Salem hysteria fire is when expressed legislative law was corrupted by linguistic determinants in the court room and became common law. Delusional invisible crimes and innocent people were wrongly accused and prosecuted.

Trillions of dollars have been wasted on counter or anti-terrorist activities, and it is also true, trillions of dollars have been prudently invested that keeps us safer. What has not been addressed is the way criminal law is expressly written by or congressional or state legislative branches that now include the phrase “Terrorist Threat” which superseded and eliminated the lesser misdemeanor charge of the term ‘Threat.’

The Salem witch hunt phenomena  only lasted for a little over a year; however, the American “Terrorism’ phenomena has lasted over a decade, because our legislative branches deleted the lesser charge of a common ’threat’ when in consideration of Targeting Individuals by NSA that maybe associated with domestic terrorism by a United States citizen!

Very few people know, the 2008 financial collapse root cause was from inside trading by those of public trust, who  benefited by creating a false belief of "Global Terror" or those in congress that signed off on legislation that created the mega-trillion dollar white elephant "Top Secret America." The majority of this costly legislation passed in the name of National Security Justified by the 911 Patriot act is an unnecessary expense and burden on the American people with global consequences.

Likewise, very few people understand that the threat of Terrorism has been around for ages, Terrorism is not a new age phenomena.
