Former FBI Director William Session's plan of attack was on anyone that got in their way expressed in his statement "And the top local cop was Sgt. January 11, 2007- VP Dr. Gage Paine arrives at UTSA and implements Financial Risk Management strategic plan. Outside audit firm was contracted for audit, specializing in financial risk management. The UTSA office of disability is given millstones to comply, targeting the disability roster, special disability cases listed individually by name, as a liability or financial risk.
May 2007: Student Crisis Center moves to new location and the name changed to Counseling Services Center. The Counseling Center now has new operating guidelines as ‘Behavioral Assessment and Intervention’ specialist reporting to Dr. Paine. UTSA infrastructure begins to take shape as a NCHERM model. This model incorporates all Student Services Departments to act as an invisible law enforcement tool that can not be obeyed or disobeyed. The function of the model is to collaborate information to protect the universities financial interest. State Required NCHERM training participants: Student Affairs Administrators, Judicial Administrators, University Legal Counsel, Risk Managers, Residential Life Administrators, Campus Law Enforcement, Human Resources Personnel, Athletics Staff and Coaches, Facilities Management Staff, Campus EEO/AA Personnel, Business and Finance Administrators, 500 Universities make this shift in policy all across America before the spike in campus shootings increase 100 fold.

Since the DOE rulings are clarifications of points of law, all NCHERM members immediately implement a policy of rigorous invasion of privacy of targeted students that may or have file ADA grievances. Disabled students are the only minority exposed on an official state roster open for unofficial staff privacy breaches.

First, should colleges and universities be in the business of behavioral intervention? Second, if so, what is the best model for doing so comprehensively and effectively? July 2007: Department of disability reports back to Dr. Paine that all milestones have been achieved and is henceforth rewarded as a vanguard against any student disability grievance and used as a pivot point of communications to all related NCHERM model interfacing departments- violating every line item of privacy deregulation purposed to the Department of Education who vows not to second guess the reasonableness of the universities rationale.
August 31 2007- I filed an ADA concern because students where corralled into the ‘south 40’ parking area, a place no healthy student would think to park, making room for Staff and Faculty so they could get closer to their offices during the construction period. Disabled Students were left out in the rain due to the dysfunctional shuttle that rarely operates as designed. Several, if not all disabled student’s voice their concerns through Nestor Reyes Assistance Director of DDS UTSA. Director of Disabilities Lorraine Harrison under orders from Ricardo Romo, “that no one will complain about the construction” refused to inform the Shuttle Operating Department that the shuttles were inoperable most of the time. Disable State Employees secretively given discount reserved parking for access to the north campus, the main business building, the largest freshman/ sophomore classrooms and the John Peace Library. Disable students now must travel by foot or wheel chair, ¼ of a mile across campus to access the same building that parking was once available. I reported the incident to President Romo who didn’t bother to respond.
September 2007: Met with Dr. Paine regarding medical privacy, programs closed to the disabled population, and disable students literally left out in the rain. Dr. Paine’s response, “We are in compliance.” This is what happens when you put a lawyer in a position reserved for professional Social Services Administrators- legal disputes! Disputes have a beginning, middle, and end; problems go on forever and are the business of Social Workers who have a concern for the welfare of others. At this point in time UTSA’s Student Services (Social Services) funded by accessibility grants is now dysfunctional including Crisis Counseling. The quality assurance program by order of management is hard wired to favorable responses. Each semester from this date forward I am shorted my grant money or receive nothing at all (unless I file an ADA grievance then I get paid the amount due me).
September 2007: Contacted the FBI public corruption agent in charge, because my complaint mysteriously disappears. The FBI contacts the OCR. Investigation begins last week of fall 2007 semester.
December 2007: MyUTSA email replaces the existing UTSA supported Lone Star email, operated by Google using aliases instead of actual names of students. UTSA Media Access suppresses all derogatory web information related to UTSA by removing the URLS from Google search screens.

January 15, 2008: Department of the register UTSA refuses my payment for tuition and I receive the total of $0.00 aid and $0.00 eligibility of loans. Report the problem through Dr. Paine’s new problem resolution access page and the Department of Finance denies all my claims as a collaboration to the new NCHERN model. [Habitual denial of college grants every semester from 2007 reported as discrimination of a Vietnam Veteran, Disabled, Minority Religion (Hindu beliefs), and Age with the office of civil rights.]

January 2008: The Targeting and Sharing of Disabled Medical Records Is Apparent. On This date shared with foreign countries reported as a breach: Those disabled students listed on the targeted state roster receive an invitation to tell their story of success from childhood mental deficient years through college for research headed by a foreign entity- India State of Domicile. In my case, I was born healthy and normal with a wonderful childhood and my listing is still a mystery. The email transmitted to both the new Google account and the old Lone Star email, was not sent to all students at UTSA as it should have been; nor was it sent to all students with disabilities, only those students listed on the targeted list.
February 2008: I go back to the FBI for help.
February 2008: Filed a harassment report with the campus police, a problem that should have been resolved peacefully by Dr. Paine in August 2007. I should have never been put in a legal position of asking for help from government agencies. Problem resolution follows the NCHERM model- Incident suppressed as retaliation increases, everyone thought it was hilarious. My wife and I did not.
February 2008: Nester Reyes mysteriously retires early, the only supportive disability counselor at UTSA. I now understand what he went when he said, “I wish someone would complain to the ADA, this place will not do anything for the disabled unless told to do so by law enforcement.”
March 2008: Department of Education post new interpretation rules of the Family and Education Act for public comment. The rules reflect the strategic financial risk goals of the NCHERM by way of privacy deregulation using the patriot act, “In light of the Virginia Tech Massacre.” Unfortunately, campus violence and student safety concerns have not been seriously addressed because the NCHRM used the horrible tragedy to justify its own agenda in place before the tragedy! The new interpretations are not in the interest of the student or the better good.
April 2008: The Illinois Mass Campus Shooting (I believe he went crazed by the surveillance and stalking on and off campus and the new sharing and new behavioral human experiments tied into the main frame of computer behavioral systems such as blackboard, CUBASS, and or Cubase.) The first was “Leap Frog” developed by Boeing that disclosed 250,000 veterans credit reports in 2005. Several shootings by students and staff in Texas follow, a 100 fold increase before the new security systems develop by companies such as digital alley began sharing information and targeting as well as Bain & co and others. I talked with ex-FBI agent Scobie who is experiencing the same thing I am but very few people were complaining about Stalking it was that rare or they did not complain. He is a nice man but has threatened the FBI and CIA several times, so I stayed clear of him. He last used a computer at the UTSA library and was targeted or bio-located there and the system shut down on him. His experiences and mine are almost exactly the same expect I went to the FBI and Secret Service for help while he attacked and continues to do so to this day streaming from the “House of Death” or something like that.

I understand now why Digital Ally did everything in its power to harm me and my family because the Bush Era Gang of Thieves had the biggest scam in history going, accusing the Islamic community of breeding terrorist while the Irish are much more violent and have done more damage than any extremist group. June 2008: I register with the University of Houston to attend a college in Mexico to get away from the retaliation and abuse. I am stalked by an agent associated with the wrong school the University of Texas paid for by Federal Dollars, while I pay out of pocket $5,000.00 to attend. My wife opts out of joining because of fear of retaliation and becomes worse as waits for me at her mother’s house.
June 2008: The Dallas Office sends me a 40 page questionnaire that took me three days to feel out and mail but was never read or investigated. I still have it and the return receipt. After I finish their request, I am late for my flight to Mexico but make it and have a wonderful time without any disability hazels in a country that has no law protecting the disabled?
However, I was stalked by someone from UTSA a college I was not registered with at the time. The majority of the answers deal with the training of all staff to target servile, stalk, or document anyone on the disability rooster as a financial liability; although, the Governor and State had spent Billions on whatever he wanted in discretionary spending free-for- all for the inclusion of the disabled on Texas Universities? A small percentage of the Federal Funding, over a ten year period; actually went to or helped the disabled in Texas.

If I had Legal Representation I could resolved this mess day one!

February 2009: I am an office First Responder for Atascosa County I report the satellite stimulus package 98,000,000 USD to OIG as abuse of a police state and the disabled, fraud and easy access to Federal Funds without any accountability, as stated “as I am tracked by On-star or whoever drives my vehicle. A Helicopter shines its light into my bedroom window as my wife and I are awakened by the disturbance. Stalking by satellite and helicopter continues as I complain to my Congressman and FBI”. This was a no-brainer not of a police state but of police free-for-all spending bonanza with no audit trails and in many cases automatic payments to company that just maintained an account receivable and accounts payable that provided no service at all!
March 15 2009: Was called by Sally Crouser UTSA to deliver ceramic Road-runners but was just called so they could bet a picture of me because someone made a bomb threat a week before, unknown to me until after they called me back to campus. I did not want to go back, nor did I or my very large family attended my graduation out of fear of retaliation
March 2009: File an appeal with the Office of Civil Rights Department of Education and waited as my Congressman worked my case.
April 2009: I file victims of crime against Merck and seek help from Rene Pena District Attorney South Central Texas. Retaliation continues as Mr. Manny of the Victims Crimes Office places me under investigation by Human Health Service and they go through my mail box then walk right into my back door with surveillance devices. I am under investigation until it is closed in May 2011. I file another OCR grievance with Tiffany Grey and request another explanation using a Social Security FOIA.

April 2010: My brother is brought to court and I testify that I had been stalked by a domestic helicopter and open FBI complaints about the harassment. After court my mother tells me on of the agents had a card that stated CIA Central intelligence agency in 2008 threatening by family.

November 2010: I get hit in the forward head with a pain an pass out driving and plunge into a house, braking my back. I start seeing Federal psychiatrist along with my family for relief of the anxiety and getting my brother into treatment at his request at the Audi Murphy Hospital.
May 2011: Another unwarranted visit from Human Health Services explaining that my case was now close (Against Me). No response from the FBI Concerning the threats and abuse, so I contact CIA director and ask “If Federal Express cannot find my home but the Secret Service can find my home to harass my family [as terrorist], why can’t they located Osama Bin Laden who receives courier service on a weekly basis?” Within 24 hours he is dead and I receive an email reported to the FBI before the event and after.
June 2011: Send a soft letter (not to draw attention or sensationalism) to Senator Zaffrini that my family had been stalked by a low altitude drone. She responded with a thank you for the information letter.
April 2011: My brother is charged with making terroristic threats and the State tries to use the indefinite detention new ruling on him. I make another plea for his protection to the FBI.
April 2011: Seek help from a VA Federal Social Worker concerning the Stalking by helicopters almost every week of the year wherever me and my wife drive or over and even into the front field of my farm.

January 11, 2007- VP Dr. Gage Paine arrives at UTSA and implements Financial Risk Management strategic plan. Outside audit firm was contracted for audit, specializing in financial risk management. The UTSA office of disability is given millstones to comply, targeting the disability roster, special disability cases listed individually by name, as a liability or financial risk.
May 2007: Student Crisis Center moves to new location and the name changed to Counseling Services Center. The Counseling Center now has new operating guidelines as ‘Behavioral Assessment and Intervention’ specialist reporting to Dr. Paine. UTSA infrastructure begins to take shape as a NCHERM model. This model incorporates all Student Services Departments to act as an invisible law enforcement tool that can not be obeyed or disobeyed. The function of the model is to collaborate information to protect the universities financial interest. April 2007: Massacre at Virginia Tech- NCHERM (2008) Main Topic: Since the massacre at Virginia Tech last April, we at NCHERM… The NCHERM now justifies its need to know based on student safety; although it’s main function is a liability risk management union or a government lobby representing over 500 colleges and universities. The Department of Education quickly responds to the concerns of the Nations colleges and universities as if existing laws endangered students. The 911 patriot act is incorporated as a necessary evil for the better good. Since the DOE rulings are clarifications of points of law, all NCHERM members immediately implement a policy of rigorous invasion of privacy of targeted students that may or have file ADA grievances. Disabled students are the only minority exposed on an official state roster open for unofficial staff privacy breaches.

First, should colleges and universities be in the business of behavioral intervention? Second, if so, what is the best model for doing so comprehensively and effectively? Student safety and campus violence are a secondary consideration but used as justification for student privacy deregulation for financial and legal purposes not in the best interest of any student.
July 2007: Department of disability reports back to Dr. Paine that all milestones have been achieved and is henceforth rewarded as a vanguard against any student disability grievance and used as a pivot point of communications to all related NCHERM model interfacing departments- violating every line item of privacy deregulation purposed to the Department of Education who vows not to second guess the reasonableness of the universities rationale.
August 31 2007- I filed an ADA concern because students where corralled into the ‘south 40’ parking area, a place no healthy student would think to park, making room for Staff and Faculty so they could get closer to their offices during the construction period. Disabled Students were left out in the rain due to the dysfunctional shuttle that rarely operates as designed. Several, if not all disabled student’s voice their concerns through Nestor Reyes Assistance Director of DDS UTSA. Director of Disabilities Lorraine Harrison under orders from Ricardo Romo, “that no one will complain about the construction” refused to inform the Shuttle Operating Department that the shuttles were inoperable most of the time. Disable State Employees secretively given discount reserved parking for access to the north campus, the main business building, the largest freshman/ sophomore classrooms and the John Peace Library. Disable students now must travel by foot or wheel chair, ¼ of a mile across campus to access the same building that parking was once available. I reported the incident to President Romo who didn’t bother to respond.
September 2007: Met with Dr. Paine regarding medical privacy, programs closed to the disabled population, and disable students literally left out in the rain. Dr. Paine’s response, “We are in compliance.” This is what happens when you put a lawyer in a position reserved for professional Social Services Administrators- legal disputes! Disputes have a beginning, middle, and end; problems go on forever and are the business of Social Workers who have a concern for the welfare of others. At this point in time UTSA’s Student Services (Social Services) funded by accessibility grants is now dysfunctional including Crisis Counseling. The quality assurance program by order of management is hard wired to favorable responses. Each semester from this date forward I am shorted my grant money or receive nothing at all (unless I file an ADA grievance then I get paid the amount due me).
September 2007: Contacted the FBI public corruption agent in charge, because my complaint mysteriously disappears. The FBI contacts the OCR. Investigation begins last week of fall 2007 semester.
December 2007: MyUTSA email replaces the existing UTSA supported Lone Star email, operated by Google using aliases instead of actual names of students. UTSA Media Access suppresses all derogatory web information related to UTSA by removing the URLS from Google search screens.

January 15, 2008: Department of the register UTSA refuses my payment for tuition and I receive the total of $0.00 aid and $0.00 eligibility of loans. [Habitual denial of college grants every semester from 2007 reported as discrimination of a Vietnam Veteran, Disabled, Minority Religion (Hindu beliefs), and Age with the office of civil rights.]

January 2008: The Targeting and Sharing of Disabled Medical Records Is Apparent. On This date shared with foreign countries reported as a breach: Those disabled students listed on the targeted state roster receive an invitation to tell their story of success from childhood mental deficient years through college for research headed by a foreign entity- India State of Domicile. In my case, I was born healthy and normal with a wonderful childhood and my listing is still a mystery. The email transmitted to both the new Google account and the old Lone Star email, was not sent to all students at UTSA as it should have been; nor was it sent to all students with disabilities, only those students listed on the targeted list.
February 2008: I go back to the FBI for help.
February 2008: Filed a harassment report with the campus police, a problem that should have been resolved peacefully by Dr. Paine in August 2007. I should have never been put in a legal position of asking for help from government agencies. Problem resolution follows the NCHERM model- Incident suppressed as retaliation increases, everyone thought it was hilarious. My wife and I did not.
February 2008: Nester Reyes mysteriously retires early, the only supportive disability counselor at UTSA. I now understand what he went when he said, “I wish someone would complain to the ADA, this place will not do anything for the disabled unless told to do so by law enforcement.”
March 2008: Department of Education post new interpretation rules of the Family and Education Act for public comment. The rules reflect the strategic financial risk goals of the NCHERM by way of privacy deregulation using the patriot act, “In light of the Virginia Tech Massacre.” Unfortunately, campus violence and student safety concerns have not been seriously addressed because the NCHRM used the horrible tragedy to justify its own agenda in place before the tragedy! The new interpretations are not in the interest of the student or the better good.
April 2008: The Illinois Mass Campus Shooting (I believe he went crazed by the surveillance and stalking on and off campus and the new sharing and new behavioral human experiments tied into the main frame of computer behavioral systems such as blackboard, CUBASS, and or Cubase.) The first was “Leap Frog” developed by Boeing that disclosed 250,000 veterans credit reports in 2005. Several shootings by students and staff in Texas follow, a 100 fold increase before the new security systems develop by companies such as digital alley began sharing information and targeting as well as Bain & co and others. I talked with ex-FBI agent Scobie who is experiencing the same thing I am but very few people were complaining about Stalking it was that rare or they did not complain. He is a nice man but has threatened the FBI and CIA several times, so I stayed clear of him. He last used a computer at the UTSA library and was targeted or bio-located there and the system shut down on him. His experiences and mine are almost exactly the same expect I went to the FBI and Secret Service for help while he attacked and continues to do so to this day streaming from the “House of Death” or something like that.

June 2008: I register with the University of Houston to attend a college in Mexico to get away from the retaliation and abuse. I am stalked by an agent associated with the wrong school the University of Texas paid for by Federal Dollars, while I pay out of pocket $5,000.00 to attend. My wife opts out of joining because of fear of retaliation and becomes worse as waits for me at her mother’s house.
June 2008: The Dallas Office sends me a 40 page questionnaire that took me three days to feel out and mail but was never read or investigated. I still have it and the return receipt. After I finish their request, I am late for my flight to Mexico but make it and have a wonderful time without any disability hazels in a country that has no law protecting the disabled?
However, I was stalked by someone from UTSA a college I was not registered with at the time. The majority of the answers deal with the training of all staff to target servile, stalk, or document anyone on the disability rooster as a financial liability; although, the Governor and State had spent Billions on whatever he wanted in discretionary spending free-for- all for the inclusion of the disabled on Texas Universities? A small percentage of the Federal Funding, over a ten year period; actually went to or helped the disabled in Texas.

I did not want to go back, nor did I or my very large family attended my graduation out of fear of retaliation
March 2009: File an appeal with the Office of Civil Rights Department of Education and waited as my Congressman worked my case.
April 2009: I file victims of crime against Merck and seek help from Rene Pena District Attorney South Central Texas. Retaliation continues as Mr. Manny of the Victims Crimes Office places me under investigation by Human Health Service and they go through my mail box then walk right into my back door with surveillance devices. I am under investigation until it is closed in May 2011. I file another OCR grievance with Tiffany Grey and request another explanation using a Social Security FOIA.

April 2010: My brother is brought to court and I testify that I had been stalked by a domestic helicopter and open FBI complaints about the harassment. After court my mother tells me on of the agents had a card that stated CIA Central intelligence agency in 2008 threatening by family.
April 2010: Check Up on my ADA grievances and others with my congressman who had been telling me all the time they were working my complaints including my appeal for Masters of Anthropology UTSA and the pursuit of the ADA grievances made against the University
May 2010: Another unannounced unwarranted visit from Human Health Services
May 2010: Made a grievance with Human Health Service and the Office of Civil Rights for. Stalking, Retaliation and Human Research Outside of Protocol. All connected to the ambiguous eyes of Department of Homeland Security at Texas Universities, Fusions centers not to exclude NSA Top Secret America. I Make a claim that if my family is not left alone, I will disclose to the press to Senator Cornyn and the next day find my mail thrown on the road and tampered with that continued mailbox crushing as I campaigned for Bill White. Bill white loses the election by the use of digital computers systems illegally used by the Rick Perry Command and Control Centers and others, “Rick Perry should not be Governor (Bill White).” And “Rick Perry Political Machine”
May 12 2010: Letter to Texas Senator Zaffirni “Please contact and forward my report to the FBI, Homeland Security, and the Secret Service and ask for a congress ion and criminal investigation, and please make sure to tell them that I am the victim, not the criminal. I prefer to be present with witnesses of each event during the investigation, so I am not victimized again by a corrupt domestic surveillance program, trying to cover for their mistakes and blaming it on me the victim.”
November 2010: I get hit in the forward head with a pain an pass out driving and plunge into a house, braking my back. I start seeing Federal psychiatrist along with my family for relief of the anxiety and getting my brother into treatment at his request at the Audi Murphy Hospital.
May 2011: Another unwarranted visit from Human Health Services explaining that my case was now close (Against Me). No response from the FBI Concerning the threats and abuse, so I contact CIA director and ask “If Federal Express cannot find my home but the Secret Service can find my home to harass my family [as terrorist], why can’t they located Osama Bin Laden who receives courier service on a weekly basis?” Within 24 hours he is dead and I receive an email reported to the FBI before the event and after.
June 2011: Send a soft letter (not to draw attention or sensationalism) to Senator Zaffrini that my family had been stalked by a low altitude drone. She responded with a thank you for the information letter.
April 2011: My brother is charged with making terroristic threats and the State tries to use the indefinite detention new ruling on him. I make another plea for his protection to the FBI.
April 2011: Seek help from a VA Federal Social Worker concerning the Stalking by helicopters almost every week of the year wherever me and my wife drive or over and even into the front field of my farm.
June 13 2012: By instruction of the FBI, I File criminal charges with the Atascosa County Sheriff’s office including the previous abuses. The judge orders an investigation and to this day they have not got back with are me filed charges against anyone.
September 2012: Last low high speed fly over that could have been a police emergency reported to the FAA and Atascosa County Sheriff’s Office Case Number 12-05580 9/13/2012
March 2012: I notice a 10,000 dollar discrepancy on my 1099-c that I never received as a student loan that is owed to the Department of Education and was reported in 2008, another case closed without investigating like many of the others. Each case is valid and with good reason. My life and family is threatened and people are stalking me taking notes and helicopters tracking us all over Texas with deadly force at very low altitudes. Closed Dallas OCR Complaint should still be open?
