Irregular War (IW) is the domestic surveillance program started in 1982 by Vice President George H. W. Very few people understand the threat of Terrorism has been around for ages, Terrorism is not a new age phenomena. The 2008 financial collapse root cause was from inside trading by those of public trust, who  benefited by creating a false belief of "Global Terror" or those in congress that signed off on legislation that created the mega-trillion dollar white elephant "Top Secret America." 

Top Secret America as the public understands it, assimilated to us by the Washington Post has been around as long as the threat of terrorism known as Domestic Surveillance, which created uproar in 2006 when Russ Tice, former NSA intelligence officer, divulged this program in public. The majority of the cost of Top Secret America was approved by legislation passed in the name of National Security justified by the 911 Patriot act and is an unnecessary expense and burden on the American people with global consequences. 

Today, NSA consumes over half of the Federal budget; however, when the Tea Party complains about Big Government spending, they attack social programs that only make up a very small percent of the Federal budget. The Tea Party Paradox is the undisputable fact that they are the wealthy few who benefit from Big Government overspending by NSA.

The 911 Patriot Act was drafted and secretly mandated by President Bill Clinton after the Oklahoma City Bombing of the Alfred P. Murrah Federal Building on April 19, 1995. George W. Bush publicly announced the 911 Patriot act as his mandate in response to the 911 attack on New York September 11, 2001.

The USA PATRIOT Act (commonly known as the "Patriot Act") is an Act of the U.S. Congress that was signed into law by President George W. Bush on October 26, 2001. The title of the act is a ten letter acronym (USA PATRIOT) that stands for Uniting (and) Strengthening America (by) Providing Appropriate Tools Required (to) Intercept (and) Obstruct Terrorism Act of 2001.

I can still remember clearly the sad tragedy of the Oklahoma bombing viewed on Saudi Satellite TV, and wondered about a letter, I had just mail to the Federal Aviation Administration for a replacement FAA Airman’s certificate, housed in the same building. That same afternoon, a Somalian showed me a newspaper with front cover page introducing me for the first time to Osama bin laden April 1995. 

Much later, after Timothy James McVeigh was arrested for the Oklahoma bombing, the same Somalina asked me, “O’Dell you look just like that guy [Timothy McVeigh], and American’s blamed Muslims for the [Oklahoma] bomb?” What could I say in response?

*This is what I said in response to the FBI by telephone, then I had to go back to their office and make sure that they got information correct and filed with ITVERP:

He was right; the first thing we did was blame Islamic extremist for the bombing. Even though I was living thousands of miles away from America, a chill ran up my back, concerning terrorism within the U.S. and the domestic program divulge much later by Russ Tice, already in place that had failed to protect us from the 911 attack, perhaps they were targeting the wrong people. 

Looking back now, that was the day when electronic weapons controlled by NSA were turned inward and pointed at everyday ordinary citizens just as Orwell’s “1984” and the April 1995 Unabomber front page New York Times “Manifesto” warned us about, electronic and bio-weapons used on the people of a Police State for political control by the elite class, we have come to know as the wealthy few.

Tice warned us that NSA had grown so powerful as an entity of covert operations know as Black Ops,  that stood alone without audit trails or congressional oversight  was creating a Police State. The Police State of his concerns only benefits the wealthy few of corporate America, while oppressing the majority of hard working middle class citizens. 

The Unabomber or Theodore Kaczynski, mailed packaged bombs to unsuspecting victims killing 3 and injury 23 others for 20 years, until the FBI finally arrested him after the publication of his manifesto April 1995, explaining the Police state of Mr. Tice former intelligence officer of NSA’s concerns, "science marches on blindly, without regard to the real welfare of the human race or to any other standard, obedient only to the psychological needs of the scientists and of the government officials and corporation executives who provide the funds for research.”

Most notably, Mr. Tice worked in the development area of the 1984 Ronald Regan Star Wars program known as Strategic Defense Initiative Organization (SDIO) of electronic intelligence gathering via space systems communications, non-communications signals, electronic warfare, satellite control, telemetry, sensors, and special capability systems, which included neurological research (non-ionizing EMF) bioelectric research and development.  Electronic warfare targets human beings for political control or can kill without any visible means at any distance.

Bio-weapon research is funded by the Senate influenced by Congressional Representatives, by paid lobbyist of corporate America descending daily from K Street, which drives Wall Street and the Global Market place. Sadly, the arms race of electronic and bio-weapons is measured by the effectiveness of such device applications, and the competition of corporations required live human experimentation.

NSA began experimenting on the citizens of the United States during the Bill Clinton's term, unknowingly to the subjects of the experimentation. Sadly, the victims included women, children, and the elderly until the election of Barack Obama who stopped such experimentation April 2009. 

Terrorist act in a way that is predictable, be it a NSA black Ops group operating on its own, or a lone wolf such as the infamous Unabomber. The way terrorist act has not changed over time; however, a culture of false beliefs has consumed the populace because most of us have been traumatized by successful Terrorist attacks.

In my own lifetime, I have been the victim of three terrorist bombings, the third was a copy-cat bombing of the Oklahoma Bombing, financed by Osama bin Laden, on November 13, 1995, of a U.S. Federal building in the city of Riyadh Saudi Arabia were my wife worked as a civil servant, months after my first glimpse of the Osama bin Laden, shown to me by the Somalian in April the same year on front page of a Saudi Newspaper. 

The high tech bomb was procured from an U.S. armory.  The sound was unmistakable a high tech device similar to my first Nuclear blast in South of San Antonio Texas November 13, 1963. The Bombing of the first Federal building, outside of the United States blew in my window of my villa as I read a copy of “The mountain of Light” by George MC Donald Frazer a famous British fiction author and historian.

That's right, on 13 November 1963 at approximately 11: am, I and other elementary school children were knocked to the ground from the only known accidental nuclear device detonation openly reported in the United States of America. National Security (appropriately, because that is their job to do so) tried to depress and  censor the press, but everybody was scrambling under the daily instructions of Vice President Lyndon Bird Johnson famous Television series explaining, “what to do if  a nuclear bomb explodes near your school.”  Ever wonder where the phrase "Grab your ankles and kiss [it] good-bye" came from?

At my age, I would have never thought a group of Terrorist would group together, conspire an assassination attempt by combining two highly volatile explosives including u235 enriched by 4% volume uranium that sent out a band of ionizing radiation for at least 100 miles for ground zero.

These weren't your typical Terrorist as Texas Governor Rick Perry just suggested (In A National Debate 2012!) that the profile of all terrorist  "are all Muslims" and from my experience of a victim of three terrorist bombings, they never are typical, or do they have any correlation to a religion, race, or country.

In this case, these terrorist were white supremacist earning degrees in Nuclear Physics in Germany. One attended law school right here in San Antonio Texas.  One of the suspects was a member of the John Birch Society.

My Texas representatives were given a call by me as friendly heads-up to stay in late legislation until they work out these criminal acts triggered by Governor Rick Perry under RP8. 

My specific concerns were reported once again to law enforcement, which includes the FBI San Antonio and the judge at the Jourdanton Court House Texas, ordered an investigation of my case on June 13, 2012 Case number 12-04270 and 12-04429, which includes the continued abuse of being stalked by deadly force dating back to 2008. One additional charge was reported Atascosa Sheriff’s Department as the last event in September 2012.

Under the Supreme Court Ruling Citizens United, any act using military force against Americans on american soil by a politician as political targets is considered high treason. 

I just do not understand why people complain about the ruling, when they can turn it around to their own benefit to protect themselves and family, which includes the use of Electronic Human Behavioral Control Devices known as non-lethal weapons and can be Bio-lethal or bio-chemical attacks on Texans!

The recent Aurora Colorado Batman mass shooting case is classic, because introspection by Schizophrenics is a reality to those suffering from this illness. We can say, these people are the best indicator that something is not right, because they are the first to act out what is not reality but to them is real! 

What compounded or added fuel to the Salem hysteria fire is when expressed legislative law was corrupted by linguistic determinants in the court room and became common law. Delusional invisible crimes and innocent people were wrongly accused and prosecuted.

Trillions of dollars have been wasted on counter or anti-terrorist activities, and it is also true, trillions of dollars have been prudently invested that keeps us safer. What has not been addressed is the way criminal law is expressly written by or congressional or state legislative branches that now include the phrase “Terrorist Threat” which superseded and eliminated the lesser misdemeanor charge of the term ‘Threat.’

I am just a graduating student of UTSA turned civil rights activist by desperation and as you will see I am not a journalist but I am a responsible reporter. There is a causal connection to all UT systems and a corrupt justice department exposed by the termination of Belinda Cardenas’s ousted president of UT El Paso and her political connections serving on the congressional committee of civil rights and board of regents UTSA. Although, I am angry with the police department at UTSA, I cannot believe the problem is a corrupt police force. After all, they are officers for hire and their misgivings are the blame of their employer’s legal policy writers such as Cardenas, and an overriding moral obligation to protect students after the tragic event at Virginia Tech (2007) a prelude to a series of horrific repeats at campuses across America by way of policy.

There is a solution – return the classroom back to the professor. They are professionals and as captains of the ship, all the behavioral intervention needed in adult higher education. Campus violence (shooting statistics) reflect a spike in campus homicides / suicides after policy changes in the years 2004 – present as each college applied the new polices which fire walled students from participation in their own protection who fear soliciting help from the campus police less they be identified as targets of suspicion.

Texas Fusion Center Threatened by Budget Vote, Could be First to Close

In a surprising move, Texas House and Senate budget negotiators agreed to wipe out funding for the Department of Public Safety’s fusion center, part of a nationwide intelligence gathering initiative that has generated controversy, reports the Austin American-Statesman. If the House and Senate affirm the change, it could make Texas the first state to pull the rug from under one of the statewide fusion operations that began under a Department of Homeland Security offensive that has been criticized for wasting taxpayers’ money. “It’s shocking to me,” said Ron Brooks, a former director of the San Francisco fusion center, now with a Washington D.C., consulting and lobbying group specializing in criminal intelligence issues.

Despite their terrorism-focused origins, Brooks said the more than 70 fusion centers across the U.S. have evolved into “all-crime centers” to coordinate information sharing among local, state and federal agencies. Such information sharing provides “smart policing” of everything from street gangs to homicide investigations, Brooks said. He knows of no other state that has eliminated funds for a statewide center. A factor in the decision, was a report by a U.S. Senate investigative subcommittee that lambasted the fusion centers for “irrelevant, useless or inappropriate” intelligence gathering and wasteful spending on private contractors, while doing little to keep the country safer.

I believe, even the president of the United States has a right to a privacy, but we thank you for a chance to view your personal story, family, and worldly associations which  help us all to understand how interconnected each American citizen is tied to worldly affairs.

Your case is not unique, there are thousands of U.S. ex-pats as well as businessmen, students, health care professionals, and family members from almost every country of the world who live and thrive as guest aboard. Thousands and possibly millions of Americans live aboard in countries the U.S. media portrays as unjust or anti-American. People are people, we share so many common ethical core beliefs, if were not for the color of our skins, we would claim the whole world as our brothers, sisters, children, and close friends. Although, I detest Chinese turtle soup served in most PRC restaurants, the years my family lived in the PRC and many other foreign domains, resolved our biases or let’s say changed our view of the people of the world from a stereotype of odd, unreasonable or different people to the reality of similarities we all share as a family of mankind!

Lastly, I believe the employment criteria for working for the state department or even the Peace Corp., screen out the best people as ambassadors to the world. I have spent the majority of my working life outside of America as an individual contractor sometimes with “only buttons in me pockets” the state department labels us as an EX-Patriot. Thank god we don’t live up to the literally meaning of the term and act and behave as ambassadors for the people of America. 

Personally, I have been applying/testing  for employment with the State Department, the Peace Corp as well as other agencies sense the age of seventeen as an ambassador of good well, always to be rejected and turned away; even though, I have scored in the highest ranks of worldly knowledge. As a disabled 52 year old graduate of the economic class of fall 2008 University of Texas, I still hope and dream to one day represent the United States as an ambassador to the world in any country I may be assigned. If fortune five-hundred business can pick-up the phone, call me at home, and expect me to arrive in any country for work within a moments notice, why I am I always screened/ rejected from the people of State Department most fit citizens who after they have gained employment status, constantly complain about their assignments, conditions, and pay? Briefly Describe Crime

In April 2009, Rick Perry succeeded from the Union founding an organized rebellion (paid for by the state) by posting the 'Stop' web page instructing all Texas employees to group together and rebel against the Constitution of the United States as members of the "Tea Party" rebellion targeting not just the new presidential administration but the Honorable Barack Obama personally.  He also stated to the Media that he would activate the Texas Air Guard if necessary. He did so under Texas executive order RPO8 before today's Tea Party was known. The Insurrection and Tea Party Rebellion against the Constitution of the United States of America is not the same as the Tea Party Today.

 Anyone peacefully campaigning for the new president was targeted, stalked; some attacked by military aircraft, and classified electronic weapons. He operated an illegal Covert Operation under George Bush that may be still in existence today. My family was threatened three times in 2008, Stalked by military aircraft, property damage done by mafia style attacks, swatting by police, false police reports, members of my family were indicted for Terrorist Threats (April 2010 Court) I was falsely accused as being associated with Sarah Palin Tea Party Rebellion spokesperson, who almost trigger a nuclear event questioning the diplomacy of the President of the United States.

The Tea Party Rebellion activated the use of Texas State Sponsored Terrorism and the use of military weapons on innocent Texans by Governor Rick Perry. The Supreme Court of United States considers a Rebellion (not free speech) with the use of weapons, high treason!

Briefly Describe Injuries

Stalking, Retaliation, Terroristic Threats, Bio-lethal Weapons of the mind, Death Treats, Electronic Exploitation, Hyper-surveillance, unwarranted searches, Swatting by local Police (Life Threatening), Wiretapping, and Hacking continued for over 5 years that cause the institutionalization of my family members, and emotional breakdown for myself. I should of returned to my job at XXXXXXXXXX 12/2008 were I am still on disability leave earning 52,000 per year. Criminal Case filed in an Atascosa County Court Texas and Congressman Cuellar was briefed but has failed to respond as of date.
